I don't know, I'm pretty sure the best 8-bit adaptation of SF II was the outstanding ZX Spectrum version. You even got to go and make a cup of tea while you waited for the next fight to load. Or perhaps the C64 version if you thought yourself too good for monochrome just had to have more colours.

Chun-Li looks like an amputee in that picture.
And yet, she's still winning the fight easily.

The PCE version of SFII' was a great port. Graphically it was superior to the Genesis version and pretty close to the SNES version (I actually felt the SNES version looked too smoothed out). Of course, it lacked the hyper fighting features of the later SNES/Genesis releases.
I think it may have had the largest sprites, by a small margin, out of all three versions due to the PCE's lower resolution. Another advantage was no letterboxing. It did lack the parallax scrolling and animation in the backgrounds seen in the other ports, however (the floors moved fine, though).
It also included the wooden barrel bonus level that was taken out of the SNES original for some reason (though that was added back in with SNES Hyper Fighting). I also loved the fact that it was portable via the TurboExpress.
However, this game was best played with the six button Avenue Pad. It was not really all that playable in the two button configuration.
